| Description/Purpose: |
The scheme is introduced to reach unserved, under served, backward and unreached areas through "targeted project" mode and to maintain a sound database of credible NGOs in the specified Blocks/Districts. These voluntary organizations would help in the Government´s efforts towards rural development and implement different developmental programmes in backward areas. The most important agency working in this sector is CAPART (Council for Advancement of People´s Action and Rural Technology). |

| Particulars: |
CAPART will select NGO´s with a good track record in each state in consultation with the state governments to act as lead partners with CAPART to implement its programmes in the most backward pockets of the states. The priority areas of these nodal NGOs intervention would be as follows:
- Skill development, life skill development and income generation
- Rain water harvesting
- Sanitation awareness and innovative, practical sanitation models for rural areas
- Rural Young Professional Scheme (skill and life skills training for rural youth)
- Primary food and vegetable processing for addressing malnutrition and income generation among the rural poor
- Computer skills.
- Any innovative rural technology, which addresses concern of rural poor.
- Village Knowledge Centers.
- Creation and maintenance of database of NGOs in the Block/District specified.
The first installment of 25% of the total approved budget is released immediately after the receipt of duly accepted terms and conditions from the NGO. The remaining funds will be released in three equal installments. 2nd and further installments would be released only after receiving the Unaudited Statement of Accounts, Progress Report, Utilization Certificate and Satisfactory Progress (Physical and Financial) made by the Nodal NGOs. |

| Eligibility criteria: |
| The selection of nodal NGOs depends on the following criteria:
- Must be an established and credible NGOs with a proven track record in the development sector.
- On the basis of the recommendations of the concerned State Government.
- On the basis of CAPART´s own experiences and information.
- The Nodal NGO must have a strong presence and good track record in the State.
