  Accelerated Rural Water Supply Programme

Description/Purpose:

Accelerated Rural Water Supply Programme (ARWSP) is implemented to resolve the drinking water problem in rural habitations. It has been in operation since 1st April 1973 and is valid up to 28th April 2011. The Central Government supplements the efforts of the states by providing financial and technical support. The Tenth Plan emphasizes participatory approach where PRIs should be the key institutions for convergence of drinking water supply programmes at the ground level. To accelerate the coverage of uncovered and partially covered rural habitations with safe drinking water, the Central Government has launched the Accelerated Rural Water Supply Programme (ARWSP), with the following priorities:

  • Coverage of no safe source habitations;
  • Coverage of quality affected habitations with acute toxicity;
  • Upgradation of source level of safe source habitations, which get less than 40 liters per capita per day (Ipcd) and
  • Coverage of schools and Angwadis.
 
Particulars:

Accelerated Rural Water Supply Programme (ARWSP) is implemented by the Government of India to provide safe drinking water in rural areas. Under this programme, the following norms are to be followed: 40 liters per capita per day (Ipcd) of drinking water for human beings; 30 liters per capita per day of additional water for cattle in areas under the Desert Development Programme; one hand-pump or stand post for every 250 persons and availability of water source in the habitation or within 1.6 km in the plains and 100 m elevation in hilly area.
A certain proportion of the Accelerated Rural Water Supply Programme funds are set aside for implementation of Sector Reforms projects for institutionalizing community participation in the Rural Water Supply Programme. This programme has been introduced in 67 pilot districts across the country, under which, the community is equipped to plan, sanction, implement, manage, operate and maintain rural water supply schemes of their own choice so as to ensure their sustainability.
