Description/Purpose:

The scheme is designed to provide shelter to houseless people living in rural areas with special thrust on Schedule Caste, Schedule Tribe communities, freed bonded laborers and non-SC/ST families living below poverty line. 3% of funds are earmarked for physically challenged persons.
Funds would be allocated under this scheme for the construction of new houses to provide shelter to houseless people.

 
Particulars:

The scheme was introduced on 15 / 08 / 2000 and is valid up to 16 / 08 / 2012.
An amount of Rs. 25,500/- in plain areas and Rs. 27,500/- in hilly areas is provided by way of cash assistance in two installments to the beneficiaries.

The guidelines of IAY have been modified to include funding for upgradation of unserviceable Kacha Houses into pucca/semi-pucca houses, up to an amount of Rs. 12,500/-.

The scheme now has two components: construction of new houses which will be 80% of allocation and the upgradation of unserviceable Kacha Houses which will be 20% of allocation.

The funding pattern of the scheme between centre and State is 75: 25.

The scheme is implemented through beneficiaries without the involvement of intermediaries.

In 95-96 this scheme was extended to cover widows or next-of-kin of defence personnel and paramilitary forces killed in action irrespective of the income criteria subject to the condition that (i) they reside in rural areas; (ii) they have not been covered under any other scheme of shelter rehabilitation; and (iii) they are houseless or in need of shelter or shelter upgradation.

Benefits have also been extended to ex-servicemen and retired members of the paramilitary forces as long as they fulfill the normal eligibility conditions of the Indira Awaas Yojana and have not been covered under any other shelter rehabilitation scheme.

Eligibility criteria:

District Rural Development Agencies (DRDAs) / Zilla Parishads on the basis of allocations made and targets fixed shall decide the number of houses to be constructed Panchayat wise under IAY during a particular financial year. The same shall be intimated to the Gram Panchayat.

Thereafter, the Gram Sabha will select the beneficiaries from the list of eligible households according to IAY guidelines and as per priorities fixed, restricting this number to the target allotted.
