The scheme aims at utilizing women’s resources, thereby formulating programmes that would be helpful for women and foster their empowerment.

The scheme is implemented at the ground level by Uttarakhand Women and Child Development Society or UWCDS, a registered society under Department of Women’s Empowerment and Child Development. UWCDS provides funds to the NGOs, which are in turn responsible for setting up SHGs.

Main objectives of the Scheme include the following:
a.) Providing of training for women’s self-employment,
b.) Enhancement of women’s participation in Panchyati Raj institutions,
c.) Development of entrepreneurial skills among women,
d.) Helping women to counter gender discrimination,
e.) Enhancing women awareness about legal provisions.

The Scheme seeks to include 80 per cent of its target beneficiaries from the SC/ST and BPL groups.
