Only permanent residents of the Jammu and Kashmir State will be considered for the award

Recommendations/ nominations received from social organizations, universities, government departments, etc., will be considered by a Screening Committee headed by the Chief Secretary. The Committee shall finalize its recommendations for consideration by the Chief Minister. Awards shall be announced on Republic Day every year.
